Department of Land Resources Launches 'Swachhata Hi Seva' Campaign, Emphasizes Collective Responsibility for Cleanliness
The Department of Land Resources under the Ministry of Rural Development has launched the 'Swachhata Hi Seva' initiative starting September 17, 2026, to promote cleanliness and responsible waste management.

The Department of Land Resources (DoLR), under the Ministry of Rural Development, has launched the 'Swachhata Hi Seva' initiative starting September 17, 2026. This campaign demonstrates the department's commitment to cleanliness, responsible waste management, and a culture of public service. The primary objective of this initiative is to make cleanliness a collective responsibility, encouraging officers and employees to contribute actively to keeping their offices and surrounding premises clean.
Under this campaign, focus is placed not only on cleaning the workplace but also on personal and community-level habits that help reduce the tendency to litter and improve cleanliness systems. The department has clarified that instead of leaving the entire responsibility of cleanliness to sanitation workers, every individual should take responsibility for their own environment.
Emphasizing the importance of cleanliness and public participation, Shri Narendra Bhushan, Secretary of the Department of Land Resources, stated, “Cleanliness does not only mean cleaning the environment around us, but also taking responsibility for the shared spaces that we use. The real impact of 'Swachhata Hi Seva' will be visible when each one of us makes cleanliness a part of our daily conduct. By not littering and ensuring the responsible management of waste, we can make a meaningful contribution to building a clean and healthy India.”
The program also highlights the responsible management of plastic waste and e-waste (electronic waste). Employees have been encouraged to identify unused items in their homes and offices and seek options for their reuse, repair, recycling, or proper disposal to contribute to a circular economy.
The department has urged its personnel to adopt sustainable habits, such as generating less waste, avoiding littering, and supporting recycling systems. The goal of this initiative is to promote responsible citizenship and sustainable practices so that small steps taken at an individual level can collectively lead to a significant change.
